The North factory area is adjacent to Xingchuang Road to the north, Xinxing Road to the south, Yongxing Road to the east, Shandong Shangshang Home Furnishings Company and Zhucheng Kexin Branch of Shandong Wuzhou Electric Co., Ltd. to the west; Xichang District is bordered by Xinxing Road to the north, Gaoxin Road to the south, Xin'an Street to the east, and Xingwang Road across farmland to the east.

Construction content and scale: The Shandong Daye High Performance Tire Wire Production Capacity Expansion and Technology Improvement Project mainly involves the technological transformation and expansion of the company's chemical plating project, involving two chemical plating projects: the North Factory Tire Wire Project and the West Factory Tire Wire Project. The technological transformation and expansion contents of the two projects are as follows:

1、 Optimize the wastewater treatment system for chemical plating projects

1. Integrate chemical plating wastewater from two projects

Construct a new heavy metal wastewater treatment system (7 #, 100m3/d) to treat the heavy metal wastewater generated by the company's two chemical plating projects; The RO and MVR devices in the existing 1 # comprehensive sewage treatment system in the northern factory area have been dismantled and will no longer be used (renamed as the 1 # heavy metal free wastewater treatment system after dismantling). They are only used to treat heavy metal free wastewater from the tire bead wire project in the northern factory area; The 2 # heavy metal containing wastewater treatment system and the 4 # heavy metal free wastewater treatment system in the southern factory area will no longer treat the production wastewater of the tire bead steel wire project in the western factory area.

2. Optimize processing technology

The heavy metal wastewater from the tire bead wire project in the northern factory area is treated and reused without being discharged; After the treatment of heavy metal free wastewater, it is discharged through the comprehensive wastewater discharge outlet in the northern factory area and no longer reused, which can avoid the impact on product quality due to reuse of water and reduce the cost of wastewater treatment.

2、 Expansion and renovation of the tire bead steel wire project in the northern factory area

1. Expansion of production capacity from 200000 tons/year to 300000 tons/year

Eliminate some old equipment and purchase 249 sets of equipment such as direct wire drawing machines, centralized pretreatment production lines, reversing machines, copper plating production lines, and environmental protection equipment. After expansion, it can form a production capacity of 300000 tons per year.

2. Optimization of wastewater treatment methods

According to the principle of "classified collection and quality treatment", heavy metal containing wastewater and non heavy metal containing wastewater are collected separately and enter the newly built North Plant Area 7 # heavy metal containing wastewater treatment system (100m3/d) and the existing North Plant Area 1 # non heavy metal containing wastewater treatment system.

3. Changes in the destination of wastewater

The approval for the acceptance of the tire bead steel wire project in the northern factory area requires that all wastewater be reused and not discharged. However, since operation, it has been found that the quality of the reused water has an impact on product quality. To ensure product quality, based on optimizing the wastewater treatment method, the wastewater containing heavy metals is reused and not discharged. The wastewater without heavy metals is discharged through the comprehensive wastewater discharge outlet in the northern factory area after meeting the standard.

4. Changes in raw materials for oil coating process

To improve product performance, the raw material used in the oil coating process has been changed from mineral oil to a more superior oil coating agent.

5. Source reduction of waste hydrochloric acid production in chemical plating projects

In order to improve the utilization rate of raw materials and reduce the amount of hazardous waste generated from the source, a new waste acid recycling device has been installed. The waste hydrochloric acid generated from the centralized pretreatment line, heat treatment line, and copper plating pickling process of the tire bead steel wire project in the northern factory area will be regenerated through the roasting process and reused in the production line. At the same time, a portion of the pickling wastewater can be utilized to reduce the amount of pickling wastewater generated.

3、 Technical renovation content of tire bead steel wire project in Xichang District

1. Optimization of wastewater treatment methods

According to the principle of "classified collection and quality treatment", heavy metal containing wastewater and non heavy metal containing wastewater are collected separately and enter the newly built heavy metal containing wastewater treatment system (7 #, 100m3/d) and the existing 1 # non heavy metal containing wastewater treatment system in the northern factory area.

2. Changes in raw materials for oil coating process

To improve product performance, the raw material used in the oil coating process has been changed from mineral oil to a more superior oil coating agent.

3. Increase in wastewater volume

The water washing wastewater from the phosphating process of the original environmental impact assessment centralized pretreatment line and heat treatment line flows back to the phosphating tank without being discharged. Due to process optimization, the discharge of phosphating water washing wastewater has been increased. The phosphating water washing wastewater contains zinc and is classified as heavy metal wastewater.

After copper plating, there are three levels of water washing and hot water washing processes. The original environmental impact assessment collected all three levels of water washing wastewater as heavy metal containing wastewater. In this technological transformation, only the first level of water washing wastewater for copper plating is collected as heavy metal containing wastewater, while the remaining two levels of water washing and hot water washing wastewater are collected as non heavy metal containing wastewater.

In order to meet product quality requirements, the water consumption of the centralized pretreatment line, heat treatment line, and copper plating wire washing process has increased, resulting in an increase in the amount of heavy metal containing wastewater and non heavy metal containing wastewater.

4. Changes in pickling raw materials

The original environmental impact assessment used sulfuric acid in the pickling process of copper plated wires. In order to meet product quality requirements, the type of acid used in the pickling process of copper plated wires has been changed to hydrochloric acid.
