According to Article 11 of the Announcement of the Ministry of Ecology and Environment on the Interim Measures for Environmental Protection Acceptance of Construction Projects (National Environmental Protection and Environmental Impact Assessment [2017] No. 4), which states that "(1) after the completion of environmental protection facilities for supporting construction projects, the completion date shall be publicly announced; (2) before the commissioning of environmental protection facilities for supporting construction projects, the start and end dates of the commissioning shall be publicly announced", the completion and commissioning of the "Shandong Daye Co., Ltd. Radial Tire Steel Wire Curtain Technology Transformation Project (Phase III)" shall be publicly announced, and the public's attitude and suggestions towards this project shall be understood through publicity, and the supervision of the public shall be accepted.
1、 Basic information of the project
The Environmental Impact Assessment Report for the Radial Tire Steel Cord Technology Transformation Project of Shandong Daye Co., Ltd. was approved by the Shandong Provincial Environmental Protection Department on September 30, 2011, with the approval number "Luhuanshen [2011] No. 226". The project started construction on September 1, 2023, and our unit strictly implemented the "three simultaneities" system and various pollution prevention measures proposed in the environmental impact assessment report during the construction process. It was completed on May 25, 2024, and currently has the conditions for environmental protection facility commissioning. The planned commissioning time is from May 25, 2024 to November 25, 2024 (a period of 6 months).
The company completed the reapplication for the pollutant discharge permit on May 20, 2024. The management category of the reapplied pollutant discharge permit remains the same as the key management, and the industry category remains the same as "manufacturing of metal wire ropes and their products, metal surface treatment and heat treatment processing, boilers, and surface treatment".
2、 Overview of Environmental Protection Measures
1. Measures for preventing and controlling water pollution. Construct a rainwater and sewage drainage system in the factory area based on the principle of "separating rainwater and sewage, separating clean water and sewage, and treating them separately". The water washing wastewater collected from each section of the project is used for the preparation of the corresponding acid washing solution, and is not discharged externally; The plating solution in the production process adopts the method of recycling at the edge of the tank. After the recycling solution is collected, it is replenished to the plating tank and not discharged outside; The wastewater from soft water preparation, cooling circulating water discharge, and pre-treatment water cleaning is treated by a copper zinc free wastewater treatment plant and used for steel wire surface cleaning, without being discharged externally; The electroplating water washing wastewater is treated separately and used to prepare electroplating tank solution after RO treatment in the copper zinc containing wastewater treatment station, and is not discharged externally; After stable treatment in septic tanks, the quality of domestic sewage can meet the requirements of the "Comprehensive Wastewater Discharge Standard" (GB8978-1996) and the inlet water quality of the Xinxing Town sewage treatment plant. It is directly discharged into the Xinxing Town sewage pipe network and enters the Xinxing Town sewage treatment plant for centralized treatment.
2. Measures for preventing and controlling air pollution. The organized waste gas of the project mainly includes acid mist generated during the acid washing process and natural gas combustion waste gas from the open flame heating furnace.
(1) Organized generation and control measures of hydrochloric acid mist and sulfuric acid mist
The process of generating acid mist in the third phase of the project can be divided into two parts: one is the acid washing of the pre-treatment operation line; The second is acid washing of the electroplating operation line.
① The acid mist generated during the centralized pre-treatment pickling process is treated by one set of secondary water spray towers equipped with each production line, and then combined with one set of secondary alkali washing towers outside the workshop before being discharged through one 15m high exhaust pipe DA016.
② The hydrochloric acid mist generated during the pickling process and the sulfuric acid mist generated during the galvanizing process of the electroplating production lines (1 # -3 #, 5 # -7 #). The pickling waste gas from the plating tank is treated by one set of secondary water spray towers on each production line and combined with one set of secondary alkali washing towers outside the workshop. It is then discharged through one 15m high exhaust pipe DA009. The pickling waste gas from the pickling room is treated by one set of secondary alkali washing towers and discharged through one 15m high exhaust pipe DA026. The hydrochloric acid mist generated during the pickling process of the electroplating production line (8 # -11 #) and the sulfuric acid mist generated during the galvanizing process. The pickling waste gas from the plating tank is treated by one set of secondary water spray towers on each production line and combined with one set of secondary alkali washing towers outside the workshop. It is then discharged through one 15m high exhaust pipe DA023 (shared with the tire heat treatment of the West Factory). (2) Production and treatment measures of natural gas combustion exhaust gas
The third phase of the project involves 10 production lines, each equipped with one open flame heating furnace that uses natural gas as fuel. Three open flame heating furnaces (1 #, 2 #, 3 #) have their exhaust gases combined and discharged through a 15 meter exhaust pipe DA008, one open flame heating furnace (5 #) has its exhaust gases combined and discharged through a 15 meter exhaust pipe DA010, two open flame heating furnaces (6 #, 7 #) have their exhaust gases combined and discharged through a 15 meter exhaust pipe DA011, and four open flame heating furnaces (8 # -11 #) have their exhaust gases combined and discharged through a 15 meter exhaust pipe DA022 (shared with the tire bead heat treatment of the West Factory).
3. Measures for preventing and controlling noise pollution. The equipment room is arranged and equipped with noise reduction measures such as shock absorption, sound insulation, and noise reduction. After taking noise reduction measures, the factory boundary noise can meet the Class 2 standard in the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008).
4. Measures for prevention and control of solid waste pollution. Implement measures for the collection, disposal, and comprehensive utilization of various types of solid waste in accordance with the principles of "resource utilization, reduction, and harmlessness".
