According to Article 11 of the Announcement of the Ministry of Ecology and Environment on the Release of the Interim Measures for Environmental Protection Acceptance of Construction Projects (National Environmental Protection and Environmental Impact Assessment [2017] No. 4), which stipulates that "(1) after the completion of the environmental protection facilities supporting the construction project, the completion date shall be publicly announced; (2) before the commissioning of the environmental protection facilities supporting the construction project, the start and end dates of the commissioning shall be publicly announced", the completion and commissioning of the "Shandong Daye High Performance Tire Wire Production Capacity Expansion and Technical Improvement Project" shall be publicly announced, and the public's attitude and suggestions towards this project shall be understood through publicity, and the public's supervision shall be accepted.
1、 Basic information of the project
The Environmental Impact Assessment Report of Shandong Daye High Performance Tire Wire Production Capacity Expansion and Technology Improvement Project was approved by the Zhucheng Branch of Weifang Ecological Environment Bureau on September 25, 2023, with the approval number of "Zhuhuan Audit Report [2023] No. 2". The project started construction on September 1, 2023, and our unit strictly implemented the "three simultaneities" system and various pollution prevention measures proposed in the environmental impact assessment report during the construction process. It was completed on March 11, 2024, and currently has the conditions for environmental protection facility commissioning. The planned commissioning time is from March 11, 2024 to September 11, 2024 (a period of 6 months).
The company completed the reapplication for the pollutant discharge permit on February 26, 2024. The management category of the reapplied pollutant discharge permit remains the same as the key management, and the industry category remains the same as "manufacturing of metal wire ropes and their products, metal surface treatment and heat treatment processing, boilers, and surface treatment".
2、 Overview of Environmental Protection Measures
1. Measures for preventing and controlling water pollution. Construct a rainwater and sewage drainage system in the factory area based on the principle of "separating rainwater and sewage, separating clean water and sewage, and treating them separately". The wastewater generated in the North and West plant areas of the project is classified and collected for centralized treatment at the North plant sewage treatment station. The wastewater containing heavy metals is treated in the 7 # heavy metal wastewater treatment system, while other production wastewater is treated in the 1 # non heavy metal wastewater treatment system. After meeting the third level standards in Table 4 of the Comprehensive Wastewater Discharge Standard (GB8978-1996) and the inlet requirements of Zhucheng Xinxing Wastewater Treatment Co., Ltd., the wastewater is discharged into the municipal sewage pipe network through the North plant comprehensive wastewater discharge outlet DW001 and enters Zhucheng Xinxing Wastewater Treatment Co., Ltd. for deep treatment.
2. Measures for preventing and controlling air pollution. The acid washing waste gas (HCI) generated by the surface centralized pretreatment line and heat treatment line in the northern plant area of the project is collected and treated by the "gas hood+water spray tower", and then enters the "water spray+alkali spray tower" device for treatment together with the acid washing waste gas (HC1) collected in the closed acid washing room. Finally, it is discharged through a 15m high exhaust pipe (DA001, DA002, DA003); The natural gas combustion exhaust gas (SO2, NOx, particulate matter) from the annealing process is discharged through a 15m high exhaust pipe (DA004); The tail gas from the waste acid recycling equipment is treated by an alkali spray tower and discharged through a 15m high exhaust pipe (DA034); The oil coating waste gas (VOCs, xylene) from the copper plating operation line is collected and treated by the "gas hood/closed oil coating room+RTO device", and then discharged through a 15m high exhaust pipe (DA017, DA018); The waste gases (HCL, sulfuric acid mist) from the acid washing, electrolytic acid washing, and copper plating processes of the 1-6 # copper plating operation lines are collected and treated by a "gas collection hood+water spray tower", and then discharged into the "water spray+alkali spray tower" device. After treatment, they are discharged through a 15m high exhaust pipe (DA005). The waste gases collected in the sealed acid washing room are treated by a "water spray+alkali spray tower" and discharged through a 15m high exhaust pipe (DA027). The waste gases (HC1, sulfuric acid mist) from the acid washing, electrolytic acid washing, and copper plating processes of the 7-9 # copper plating operation line are collected and treated by the "gas hood+water spray tower", and then enter the "water spray+alkali spray tower" device outside the workshop together with the acid washing waste gases collected in the closed acid washing room. After treatment, they are discharged through a 15m high exhaust pipe (DA014).
The acid washing waste gas (HC1) from the surface centralized pretreatment line in Xichang District is treated by a "water spray+alkali spray tower" device and discharged through a 15m high exhaust pipe (DA021); After being collected and treated by the "workshop top gas hood+secondary water spray system", the unorganized hydrochloric acid mist is discharged into DA021. The natural gas combustion waste gas (SO2, NOx, particulate matter) from the annealing process is treated by a denitrification device and discharged through a 15m high exhaust pipe (DA022); After being treated by the supporting water spray equipment, the acid washing waste gas from the heat treatment of Zhongsi enters the "water spray+alkali spray tower" device outside the workshop for treatment, and is finally discharged through a 15m high exhaust pipe (DA023). After being collected and treated by the "gas hood+water spray tower" for copper plating acid pickling waste gas and copper plating waste gas, the acid pickling waste gas and copper plating waste gas collected in the closed acid pickling room enter the "water spray+alkali spray tower" device, and are discharged through the exhaust pipe (DA024) after treatment; The waste gas from copper plating and oil coating is treated by a "gas collection hood/closed small room collection+RTO device outside the workshop" and discharged through a 15m high exhaust pipe (DA029); The exhaust gas from the standby boiler is collected and discharged through a 15m high exhaust pipe (DA033).
3. Measures for preventing and controlling noise pollution. The equipment room is arranged and equipped with noise reduction measures such as shock absorption, sound insulation, and noise reduction. After taking noise reduction measures, the factory boundary noise can meet the Class 2 standard in the "Industrial Enterprise Boundary Environmental Noise Emission Standard" (GB12348-2008).
4. Measures for prevention and control of solid waste pollution. Implement measures for the collection, disposal, and comprehensive utilization of various types of solid waste in accordance with the principles of "resource utilization, reduction, and harmlessness".
